Salalah Declaration
The ministerial meeting on the road to universal health coverage in the Eastern Mediterranean Region was held in Salalah, Oman, in September 2018. This Declaration demonstrates the commitments of countries in the Region to achieve universal health coverage and calls on policy-makers to pursue a set of targets that will pave the way to ensure affordable, accessible and high quality services to people in the Region.

WHO’s Director-General and Regional Director on engaging the private sector to deliver COVID-19 tools
In this video, WHO Director-General Dr Tedros Adhanom Ghebreyesus and Regional Director for the Eastern Mediterranean Dr Ahmed Al-Mandhari speak about the importance of engaging the private sector to achieve global health goals, especially during health emergencies.
The message focuses on the recently developed online course on “Engaging the private sector to deliver COVID-19 tools and achieve Health for All”. This course defines key concepts and presents a range of tools and proven approaches to enable ministries of health to harness private sector capacity to achieve key policy goals, ensuring equitable access to COVID-19 tools while advancing Health for All.

The role of the private health sector in fighting COVID-19 and achieving Health for All
During health emergencies, governments need to mobilize all resources – both public and private – to accelerate the implementation of national response efforts. At the same time, they are called to ensure private health sector’s actions are aligned to core principles of universal health coverage and are directed towards the achievement of national health goals. This course defines key concepts and presents a range of tools and proven approaches to enable ministries of health to align private sector activities with, and harness private sector capacity to achieve key policy goals, ensuring equitable access to COVID-19 tools while advancing Health for All.

Resolution EM/RC65/R.3
In October 2018, Member States adopted resolution EM/RC65/R.3 which endorsed a framework for action on effective engagement with the private health sector to achieve universal health coverage. In this resolution, Member States committed to:
- integrating effective engagement with the private sector for service delivery into national policy, strategies and plans;
- strengthening the capacity of the ministries of health to design, manage, monitor and assess effective engagement with the private sector providers;
- encouraging contracting private health sector providers;
- setting appropriate quality standards for all service providers; and
- establishing health information systems for private providers that are linked with existing national health information.

EM/RC65/8 Technical Paper: Private sector engagement for advancing universal health coverage
This technical paper served as a background document for regional resolution EM/RC65/R.3. The paper proposed a framework for action for effective engagement with the private health sector to move towards UHC. This framework can help identify strategies and actions for Member States and facilitate their efforts to enhance the equity, financial accessibility and quality of services provided by the private health sector and harness its capacity for advancing UHC.

Understanding the Private Sector in the EMR
This report aims to summarize the key findings from the 15 private health sector assessment reports, covering Afghanistan, Djibouti, the Islamic Republic of Iran, Iraq, Jordan, Lebanon, Libya, Morocco, occupied Palestinian territory (including East Jerusalem), Oman, Pakistan, Qatar, Sudan, Tunisia and Yemen. The reports were developed between 2019 and 2020.

Primary Health Care Measurement and Improvement Initiative (PHCMI): Country Profiles
The PHCMI profiles are intended to be country-specific tools that policy-makers, development partners and advocates can use to better understand and improve Primary Health Care. The profiles include data from 14 EMR countries and provide a baseline of PHC performance pre-COVID-19.
The PHC Country Profiles (PHCCP) cover 122 indicators and is accompanied by the Vital Signs Profiles (VSP), which are inclusive of the Progression Model assessment.

Developing a package of priority services for universal health coverage (UHC-Package) – Key considerations
This document presents a step-by-step guide to formulating an implementable package of priority health services for universal health coverage. It has been developed based on the available literature and country experiences, and it provides a resource for countries designing and revising their UHC packages. It describes World Health Organization (WHO) resources that support effective package design and implementation, including the UHC Compendium Service Package Delivery & Implementation (UHCC SPDI) tool.

Essential health services, Pakistan
Pakistan was the first country in the Region to develop a benefits package through a deliberative, evidence-informed process. This document outlines the policy framework for strategic service provision to ensure that all people have access to essential health services.

Essential package of health services, Somalia
The EPHS 2020 for Somalia is a product of intensive consultations between the Ministries of Health and the health partners across the country. It builds on experiences and learning from the implementation of the earlier version of EPHS developed in 2009, investigates experiences and lessons learned from countries in the continent and around the world who are facing similar social, political and economic circumstances, and emerging from decades of protracted conflict as Somalia.

Integrated package of health services, Afghanistan
Afghanistan’s Integrated Package of Essential Health Services 2021. Developed by the Ministry of Public Health of Afghanistan as a follow-up and to complement the 2003 Basic package, 2005 Essential package of hospital services and 2019 integrated package of essential health services.

Additional data sources are indicated in each dashboard section.

This video is a call-to-action for counties to define and implement universal health coverage-priority benefits package (UHC-PBP) by the support of the guide prepared by the WHO Regional Office for the Eastern Mediterranean. In 2018 and through the Salalah Declaration, Member States of the Region asked policy-makers and the Regional Office to define a context-specific essential health services package based on global and regional evidence.
